The web is full of legitimate scams, but most are not. One person's scam is another person's gold mine. Take pro blogging. To many it is an evil right up there with burning babies. According to comments from my subscribers, they are glad to skip the odd ad in exchange for good information which other people sell in ebooks for $50.00.
EBay is another program that works for countless people, but not for some.
Why Does a Program work for one person but not another? The answer is simple. It is in the business owner's dedication and willingness to learn. Many small business and work at home people focus on things they are comfortable doing.
I know one person (lets call them AB) who locked onto the idea of making lenses to increase page rank. She now makes lenses everywhere bebo.com, squidoo.com, gather.com. Most of these lenses will get her 1 good link. Google will ignore the rest. It takes her about 5 hours to make a link. The rest of us jump over to blogsvine, yearblook.com, digg, and make a link there. We have about 50 social networking sites to build links at to get our sites 'off the ground.' Each takes about 10 minutes - max.
Why does AB do this? They are comfortable making lenses. They feel like they are doing something important. They trick themselves into believing they are working. All us naggers just don't know what we are talking about. AB, and many other like them, can work for almost a year without generating more than a few dollars, and still convince themselves their time is well spent.
